Del. Mike San Nicolas on Wednesday told senators a proposal to use local funds to pay 750 living World War II survivors on Guam poses "significant risks" for all 3,000-plus war claims, which could total up to $40 million.
After protesting yesterday that he wasn’t allowed to testify on the local war claims bill, Congressman Michael San Nicolas was allowed to testify via telephone in today’s public hearing on Bill 181-35.
In his testimony, San Nicolas warned that if “new variables” are added at this time, his H.R. 1365 which is now before the U.S. Senate may be adversely affected.

The deposits are already required by Guam law but San Nicolas said in a release, “the law to deposit tax refunds has not been followed for many years.”
Del. Mike San Nicolas said he is drafting a bill seeking to federalize tax refund deposits to help compel timely release of checks.
"Our data clearly shows that the law to deposit tax refunds has not been followed for many years and sadly that trend continues to this day," he said in a statement on Thursday.

The delegate wrote in a Facebook post that he plans to introduce a bill in the U.S. House of Representatives in September to amend the Organic Act of Guam in order to require a referendum before the implementation of any tax increase on island.
