After protesting yesterday that he wasn’t allowed to testify on the local war claims bill, Congressman Michael San Nicolas was allowed to testify via telephone in today’s public hearing on Bill 181-35.

In his testimony, San Nicolas warned that if “new variables” are added at this time, his H.R. 1365 which is now before the U.S. Senate may be adversely affected.

Del. Michael San Nicolas has announced that his office is preparing a second amendment to the Organic Act “to compel the deposit of tax refunds” into the Guam Income Tax Refund Efficient Payment Trust Fund.

The deposits are already required by Guam law but San Nicolas said in a release, “the law to deposit tax refunds has not been followed for many years.”

Guam Del. Michael San Nicolas' plans to amend the Organic Act of Guam drew strong criticism from Gov. Lou Leon Guerrero. 

The delegate wrote in a Facebook post that he plans to introduce a bill in the U.S. House of Representatives in September to amend the Organic Act of Guam in order to require a referendum before the implementation of any tax increase on island.
